In continuation of my despatch No.116 of the 6th
instant,
I have the honour to forward herewith copy of
a Report which the Senior British Assessor in the Mixed
Senior Court, Mr. Blackburn has under my instructions, submitted Tah Mixed
Assessor regarding certain cases in which the Mixed Court recently
assumed jurisdiction over some Chinese in spite of their claiming, on the strength of certificates of Spanish
protection issued to them by my Spanish colleague,

The test case, which was followed in two subsequent
cases, was a criminal charge of conspiracy to defraud, brought by the Shanghai Municipal Police, on the 28th ultimo, at the instance of a Japanese complainant against
one Ling Yun-sheng (
). The date of the alleged
offence is given as the 8th moon of the 10th year of the Republic (September 1921). A warrant for Ling's arrest had been issued by the Mixed Court on the 22nd ultimo (page 4 of Mr. Blackburn's report). He was arrested, but released by the police on his producing a certificate of
